ICAO established the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), which offers a harmonized way to reduce emissions from international aviation, minimizing market distortion, while respecting the special circumstances and respective capabilities of ICAO Member States.

In the European Economic Area (EEA) CORSIA has been included in the EU Emission trading (EU-ETS) covering flights between EEA-countries based on Delegated Regulation (EU) 2019/1603 and in addition – flights from the UK and Switzerland-based agreements with EU.

In order to meet its objective of CORSIA, ICAO developed an accredited verification scheme that is included in Annex 16 – Environmental Protection, Volume IV, which includes under Part II, Chapter 2 the Standards and Recommended Practices (SARPs) and guidelines for monitoring, reporting, and verification of an aeroplane operator’s CO2 emissions.

To be eligible to verify emissions reports under CORSIA, verification bodies must be accredited to ISO 14065:2013 by a national accreditation body in accordance with ISO/IEC 17011.

So far, the verification bodies have conducted the verification according to ISO 14064-3:2006 and relevant requirements included in Appendix 6 Section 3 of SARPs.

The accredited verification bodies working under CORSIA in the different States are published in the CORSIA Central Registry (CCR) – the database that is used by States to submit CORSIA-specific information and data to ICAO in accordance with the provisions of Annex 16, Volume IV: https://www.icao.int/environmental-protection/CORSIA/Pages/CCR.aspx .

Currently, the programme is in the final stages of being updated to reflect the updated accreditation requirements in ISO/IEC 17029:2019 and 14065:2020 (to be implemented in 2024). The EU ETS programme has been aligned with the CORSIA programme, such that accredited verification bodies for EU ETS (activity group 12, aviation) can extend their scope to CORSIA with minimal effort.
