Regulation (EU) 2015/757 establishes the EU Monitoring, Reporting and Verification (MRV) system for greenhouse gas emissions from ships calling at EU/EEA ports. It requires ships within its scope to monitor and report relevant emissions and other data, have their data verified by accredited verifiers, and obtain a Document of Compliance. Regulation amended the Regulation (EU) 2023/957 in connection with the extension of the EU Emissions Trading System (EU ETS) to maritime transport from 1 January 2024, thereby aligning and strengthening the MRV framework underpinning the maritime EU ETS.
Regulation (EU) 2023/1805 (FuelEU Maritime) promotes the reduction of the greenhouse-gas intensity of energy used onboard ships and the use of renewable and low-carbon fuels and zero-emission energy technologies, thereby supporting the decarbonisation of the maritime transport sector. FuelEU Maritime makes use of data collected and verified under the EU MRV framework, while establishing its own monitoring, reporting, verification and compliance requirements.EA is organizing a workshop with the European Commission for National Accreditation Bodies (NABs) during which the European Commission will provide – inter alia – an update on the state-of-play and experiences gained from the implementation of these Regulations.
On 17 July 2026, the European Commission proposed a targeted revision of the EU Emissions Trading System (EU ETS) to strengthen Europe’s industrial competitiveness and support the delivery of the EU’s 2040 climate target. The Commission proposal also includes elements aimed at simplifying the MRV framework.
The workshop will therefore provide an opportunity for EA National Accreditation Bodies to exchange views with the European Commission on the proposed MRV simplification measures, in particular those affecting the accreditation and verification system, as set out in the recently published Commission proposal to amend Regulation (EU) 2015/757.
