Background:
Clause 7.6.3 ISO/IEC 17065 says:
“The person(s) (excluding members of committees (see clause 5.1.4)) assigned by the certification body to make a certification decision shall be employed by, or shall be under contract with, one of the following:
- the certification body (see clause 6.1);
- an entity under the organizational control of the certification body (see clause 7.6.4).
The note of clause 6.1.1 mentions:
“The personnel include those normally working for the certification body, as well as persons working under an individual contract or a formal agreement that places them within the management control and systems/procedures of the certification body (see clause 6.1.3).”
Questions:
- Does the mention “excluding members of committees” imply that members of the committee are excluded from the full requirements of clause 6.1.3 or only from the requirement to have a contract?
- If clause 6.1.3 is applicable, is the anonymization of the clients’ files sufficient to exempt the certification body requiring its committees’ members to fulfil clauses 6.1.3b and 6.1.3c?

Answers:
- Only from the requirement to have a contract
- Fulfillment of clause 6.1.3 of EN ISO/IEC 17065 as applicable for members of committees involved in the certification process, is not demonstrated by substitution of written commitments with anonymization of the clients’ files.
